Japan’s 2026 Defense White Paper

Published in the third quarter of every year, Japan’s annual defense white paper is intended to provide citizens an official overview of the country’s security challenges and what has been done during the preceding year to address them. 

In this brief, the author summarises the core elements of the 2026 paper released earlier this month, China’s response and implications for India. 

The paper highlights the growing severity and complexity of Japan’s security environment, with increasing authoritarian challenges and the shifting global balance of power.  The primary concern is the threat posed by China, with the sustained growth in its military capability as well as its destabilising activities across the Western Pacific, including in the East China Sea, off Taiwan and in the South China Sea.  Other concerns include North Korea’s continued pursuit of nuclear and missile capabilities and Russia’s military activities in the vicinity of Japan, as well as its strategic partnership with China. 

The author outlines Japan’s three-pronged approach towards achieving its defense objectives: strengthening its own military capabilities,  technological and defense industrial base, and organisational architecture; reinforcing the alliance with the US, notwithstanding the growing public perception of US unreliability in a military crisis; and enhancing cooperation with like-minded countries, focused largely on the Western Pacific but also including India, through high-level exchanges, bilateral and multilateral exercises, capacity building and defense equipment and technology cooperation.  

Finally, the author draws attention to China’s harsh and self-serving response, directed mainly towards Japan’s pacifist public opinion with warnings of a return to militarism, but also intended to divert attention from China’s military buildup and regional assertions. He observes that unlike for China, all of Japan’s actions are directed towards the enhancement of defensive capability, not expeditionary power. 

This latest iteration of the defence white paper signals that Japan is moving further in the direction of becoming a “normal nation”, which will bring security dividends for the Indo-Pacific region, and augurs well for its strategic partnership with India.
