Dr. Chawla began his professional career as a Lecturer at the University of Delhi and went on to join CSIR in 1983 as a scientist, serving in various roles over 33 years and rising to the level of  Chief Scientist. He joined the Ministry of External Affairs (MEA) in 2017 as Advisor (Japan), a position that he held till March 2025.

At CSIR, he focused on Japanese language translation, interpretation, and S&T information exchange, leading projects in several areas, eventually heading the International Division, handling both scientific and administrative responsibilities.

In MEA, he worked across all dimensions of India-Japan relations—Political, Strategic, Defence, Economic, and Cultural. He played an important role in initiatives like language outreach, the Act East Forum, India-Japan trilateral cooperation, defence equipment and technology cooperation, high-speed rail and North East development. His tasks included visualising complementarities, identifying mutual interests, and charting balanced pathways for bilateral cooperation.

Dr. Chawla’s proficiency in interpretation spans various sectors - TPM, TQM, Environment, Steel, Coal, Automobiles, Pharma, Energy, Defence, ISO/JIS standards, Patents and more. Since 2000, he has interpreted at high-level meetings, including bilateral summits, and was the official interpreter for Their Majesties the Emperor and Empress of Japan during their state visit in 2013.

Dr. Chawla graduated in Science from the University of Delhi in 1977, followed by five years of Japanese language study through graduation and post-graduation, ultimately culminating in a Ph.D. He has remained active in teaching and research for over 40 years, including 26 years as visiting faculty at JNU, and has supported Japanese language training at various institutions.

He has authored three books, published numerous papers and articles, translated and reviewed several works, and contributed 35 modules (P-05: Communication through Translation) to the UGC’s ePathshala project. He has conducted research in Japan as a MEXT scholar and Japan Foundation Fellow, at institutions like Tokyo University, National Language Research Institute, TUFS, and Ritsumeikan Asia Pacific University (APU). Currently, he continues as a Visiting Professor at APU and Tokyo International University (TIU), and is deeply committed to the intensification of India-Japan relations.
